Fun fact! Roman discharge papers (actually a metal diploma) had to be signed by five witnesses (and issued in duplicate, and with a backup in Rome), goods passing through had to be marked by an official as taxed at each port they passed through, and Roman ledgers were considered legally admissible evidence for purposes of discerning corruption in misreporting income or expenses. Empires run on paper (or papyrus) work!
