Is bombing civilians a war crime?
Targeting civilians is a war crime, but targeting infrastructure and killing civilians in the process is not.
The Allies went for the “Shock and Awe” bombings. Harris was most definitely guilty of war crimes.
War crimes don’t count if you win though.
