From what I understand the plans for bases are to use water from the craters. I do think staying inside and using remotely controlled robots would be the most sensible approach. What makes me excited about the moon is the prospect of doing mining and building an industry there. It’s possible to build a space elevator on the moon using current materials. At that point you could start sending stuff into space very easily, and start building large scale space ships, habitats, etc. Also with the space elevator you wouldn’t even need the surface. You could just go straight from the elevator to the under ground.
