I was real uncomfy about the thought of a pet seal for a second, but i think its a shelter, they have videos of them being taken back to the beach too, very cute
Looks like the area in the back of an aquarium where they do health stuff for the animals. Stuff like weigh-ins, swimming lessons, dental care, and so on. Probably just left the seal there to vibe for a bit after a check up.
!But also I really want a pet seal though I know its not okay pls mom lets just turn the garage into a pool ill feed him and walk him I promise!<
