That isnt true, there have been issues where things have changed after controversy and press. Recently, twitter imposed a 5s delay on links to some websites like NYT, Threads and a few others (Source) and some time ago blocked mentioning accounts on other social media profiles (source).
Even if Musk generally didnt care, the intention in posting might be to keep up with changes for the reasons I mentioned in my previous comment, not to get him to change.
