While I love seeing Chinese officials school news organizations, etc., in their own laws and regulations. The guy, David Sedgwick, whose book she mentions is a weirdo conservative. I have not read his book, but here is an excerpt from an amazon review:

Always impressed by how how prepared and intelligent anyone in chinese government seems.
