At best, it implies a person is starting to realize their imperialist government can be bad, but since this person is taking the opposite of that kind of stance, it is pure nonsense. They may as well say, “I am a liberal [see: scratch a liberal and a fascist bleeds] and I think the CIA is cool actually.”
