If passed by the House, state S.B. 715 would require all renewable projects — even existing ones — to buy backup power, largely from coal or gas plants.

Ehh, the word sounds odd but works. Batteries may be invented in some weird ways as of recent. That’s just a part of the path towards inventing a good solution: not all ideas are going to be the best.
