I’m not one to judge by appearance, but everything about this guy just screams “gangster”. The slick back hair, the suit, the open shirt without a tie. I’m convinced this fucker works with the gangs in his country to round up his inmates.

Yeah, these still shots are very misleading. He could have been waving his hand from left to right, and commenting on the size of the crowd in front of him, for all we know. This also could have simply been a single, unfortunate frame right in the middle of waving goodbye. You can catch these angles in almost every speech a politician gives. Context is everything.
