Starfleet Academy is basically just going to higher education right? That’s how I always saw it, you would complete your required education and then if you wanted you could go to university, and one of the options was Starfleet. So presumably anyone who graduates is essentially automatically eligible to join.
Presumably some people don’t join though, they only go to the academy to learn how to be an engineer or a pilot and then go work on the civilian ship.
It has some sort of admissions lottery since we see wesley being rejected the first time he takes the test.
He wasn’t rejected. He failed the entrance exam. He was literally competing against multiple other people and didn’t score the highest. Not a lottery.
