Seriously it’s like regulations vanished into thin air when streaming showed up. HBO and Cinemax always had adult content (it’s called ‘Skinemax’ for a reason). Now, though, every streaming service has NC-17 films or stuff that’s not even rated but would be NC-17 if it was.
You had to know some shady ass rental shop to get stuff like that back in the day. Most major chains (like Blockbuster) didn’t carry NC-17 films, nevermind actual porn.
the regulations were (are? i guess radio still exists) for over-the-air broadcasting because of some EM spectrum is public property idea which is how they justified regulating speech. never applied to any other kind of distribution, old regular cable tv was only reigned in by advertisers.
