Laws are just norms on paper that are constantly trampled via clever loopholes or spurious court-rulings - they don’t actually matter - what matters is who is wielding power and whether anyone is able to stop them. Law-enforcement or invocation of laws is how said power is applied to the stated laws, but stated laws are not a prerequisite to the enforcement of policy/statutes/whims. The lack of a legal pathway to achieve something simply articulates the class character of a polity, not the inability to obtain any certain goal.
