Its unfortunate that civilians (yes that includes settlers) died. However its important to acknowledge that Palestine doesn’t have an organized army like “Israel” does.
“Israelis” can leave, Palestinians can’t.
I don’t think settlers are civilians in the normal sense. They are combatants, they steal homes by force, attack Palestinians, and function as irregular occupying troops.
That is very true in West Bank settlements but on “Israel” “proper” things are a bit more iffy tbh.
